Meet Bohdan Ihorovych Medvedev
Also known by the online aliases “Ksanshi”, “Ksanhe_wolf”, “Ксанши”, and “Ханши”. Originally from Kharkiv, Medvedev is a Ukrainian citizen who moved to Germany many years ago.
An analysis of publicly accessible messages indexed from Medvedev’s Telegram account (https://t.me/ksanshie, ID: 182891317) has revealed numerous examples of potentially unlawful conduct. Across his social media accounts, he repeatedly promotes anti-Ukrainian propaganda, calls for violence and killings, endorses the occupation of Ukraine, Poland, Latvia, and other Baltic states, expresses antisemitic views, and calls for the destruction of Israel.
Some of his most revealing statements appear in a Telegram chat he administers, named «[🇷🇺☭Z[Hot_Lolicon!18+]Z☭🇷🇺 chat», as well as in other public chats. He describes Russia’s war against Ukraine as a “civil war”, justifies the invasion and occupation of Ukrainian territory, and openly expresses support for Russian forces. He has also stated that he would like to move to Russia and expressed interest in obtaining citizenship of the so-called “DPR”.
His public statements, combined with his interest in relocating to Russia and his ability to travel freely within the EU on his Ukrainian passport, raise questions about his possible links to Russian intelligence and the risk of potential involvement in activities directed against European security. His contacts in the countries he visits also warrant closer scrutiny.
Medvedev has been visiting Latvia since at least 2023, where he has participated in and helped organise the local Baltifur event: https://baltifur.org/. Despite this, he refers to Latvians as “Nazis” and claims that “everyone in Latvia speaks Russian”, echoing familiar Russian propaganda narratives. He also has an active interest in Poland. In early 2026, he attended the Polish festival Gdakon (https://gdakon.org/) and plans to attend another event, Pawska (https://volskarfurevents.eu/pawska-2026), in late November 2026. The event is scheduled to take place at the Amber Hotel in Gdansk: https://amber-hotel.pl/.
Activity in the event’s local community chat suggests that Medvedev has friendly relations with Pawska organisers. Among them are Ukrainian citizens living in Poland who may share his views. Medvedev has publicly claimed that “Poland has too much land” and voiced support for occupying the “Suwałki Gap”. He has also long been involved in glorifying the Soviet totalitarian regime and maintains close ties with organisers of the former Russian festival Rusfurence.
In 2015, Medvedev was listed among the festival organisers under the name “Ханши, Украина, Харьков”. He also took part in events promoting Soviet imagery while wearing a Soviet military uniform: https://web.archive.org/web/20201023072857/https://rusfurence.ru/2015/reg/list/. Rusfurence has also been associated with individuals involved in various criminal activities, ranging from violations of Ukraine’s border-crossing laws to supplying weapons to militants of the self-proclaimed “DPR”. Examples include:

Before leaving Ukraine, Medvedev was registered as an individual entrepreneur (now deregistered) and organised a small event in Kharkiv called “Харькон” (Kharcon): https://ru.wikifur.com/wiki/Харькон, http://furry.org.ua/. He may also have associates in Germany, where he works as a software engineer at Mediaopt, a German IT company specialising in mobile applications and e-commerce. Given his public statements, international mobility, and network of contacts, his activities raise potential security concerns for Ukraine, Poland, Latvia, Germany, and the EU as a whole.

These concerns are particularly relevant amid repeated incidents involving suspected Russian-linked sabotage attempts, terrorist attacks, and threats against local politicians by pro-Russian agents: https://t.me/osintflow/17552.
The supporting materials include a collection of indexed messages from Medvedev’s Telegram account, gathered from open sources, as well as examples of his public statements that may constitute justification of military aggression, incitement to hatred, or similar conduct.
